African writers and literary critics must account for the changing political terrain and how these contribute to creating new sources of conflicts and aggression toward women. This book brings insight and scholarly breadth to the growing research on women, war, and conflict in Africa. The aftermath of wars and conflicts initiates new forms of violence and related gender challenges. The contributors establish compelling evidence for the significance of gender in the analyses of contemporary warfare and conflict. Articulating war's consequences for women and children remains a major challenge for critics, policy makers, and human rights organizations. There is a need for deeper understanding of the new sources of violence and male aggression on women, the gendered challenges of reintegration in the aftermath, and the future consequences of gendered violence for the African continent. This book will be useful to scholars, researchers, instructors, students of literature in the humanities, women's studies, liberal studies, African studies, etc. at both undergraduate and graduate levels. It also offers interdisciplinary utility for readers interested in literary representations of women's experience in war and conflict.

America's Arab Refugees is a timely examination of the world's worst refugee crisis since World War II. Tracing the history of Middle Eastern wars--especially the U.S. military interventions in Iraq and Afghanistan--to the current refugee crisis, Marcia C. Inhorn examines how refugees fare once resettled in America. In the U.S., Arabs are challenged by discrimination, poverty, and various forms of vulnerability. Inhorn shines a spotlight on the plight of resettled Arab refugees in the ethnic enclave community of "Arab Detroit," Michigan. Sharing in the poverty of Detroit's Black communities, Arab refugees struggle to find employment and to rebuild their lives. Iraqi and Lebanese refugees who have fled from war zones also face several serious health challenges. Uncovering the depths of these challenges, Inhorn's ethnography follows refugees in Detroit suffering reproductive health problems requiring in vitro fertilization (IVF). Without money to afford costly IVF services, Arab refugee couples are caught in a state of "reproductive exile"--unable to return to war-torn countries with shattered healthcare systems, but unable to access affordable IVF services in America. America's Arab Refugees questions America's responsibility for, and commitment to, Arab refugees, mounting a powerful call to end the violence in the Middle East, assist war orphans and uprooted families, take better care of Arab refugees in this country, and provide them with equitable and affordable healthcare services.

It is not often acknowledged that the great majority of African refugee movement happens within Africa rather than from Africa to the West. This book examines the specific characteristics and challenges of the refugee situation in Sub-Saharan Africa, offering a new and critical vision on the situation of asylum-seekers and refugees in the African continent. Cristiano d'Orsi considers the international, regional and domestic legal and institutional frameworks linked to refugee protection in Sub-Saharan Africa, and explores the contributions African refugee protection has brought to the cause on a global scale. Key issues covered in the book include the theory and the practice of non-refoulement, an analysis of the phenomenon of mass-influx, the concept of burden-sharing, and the role of freedom fighters. The book goes on to examine the expulsions of refugees and the historical role played by UNHCR in Sub-Saharan Africa. Asylum seeking continues to be a highly emotive and politically charged issue. This book analyses social work through the concept of 'xenoracism' to challenge the outdated concepts of racism that still pervade social work. Using discourse analysis, it explores how language is used to construct asylum seekers in specific ways within social workers' narratives. It illuminates how the deployment of specific linguistic resources legitimates these constructs by rendering them as reasonable and acceptable ways of viewing asylum seekers. Asylum Seekers, Social Work and Racism demonstrates how racist discourse and exclusionary tendencies can occur without reference to overt forms of racism that are based on biological categorisations. Significantly, Masocha illustrates how social workers can counteract these exclusionary tendencies through their discursive practices. In demonstrating the complexities and ever-shifting contours of exclusionary discourse, it will be of great interest for researchers, students and practitionersalike.

The confrontation between asylum seeking and sovereignty has mainly focused on ways in which the movement and possibilities of refugees and migrants are limited. In this volume, instead of departing from the practices of governance and surveillance, Puumala begins with the moving body, its engagements and relations and examines different ways of seeing and sensing the struggle between asylum seekers and sovereign practices. Puumala asserts that our political imagination is being challenged in its ways of ordering, practicing and thinking about the international and those relations we call international. The issues relating to asylum seekers are one example of the deficiencies in the spatiotemporal logic upon which these relations were originally built; words such as 'nation', 'people', 'sovereignty' and 'community' are challenged. Conventional methods of governing, regulating and administering increased forms of mobility are in trouble, which gives rise to the invention of new technologies at borders and introduces regulations and spaces of exception. Based on extensive fieldwork that sheds light on a range of Europe-wide practices in the field of asylum and migration policies, this book will be of interest to scholars of IR theory, biopolitics and migration, as well as critical security more broadly.

The image we have of refugees is one of displacement - from their homes, families and countries - and yet, refugee settlement is increasingly becoming an experience of living simultaneously in places both proximate and distant, as people navigate and transcend international borders in numerous and novel ways. At the same time, border regimes remain central in defining the possibilities and constraints of meaningful settlement. This book examines the implications of 'belonging' in numerous places as increased mobilities and digital access create new global connectedness in uneven and unexpected ways. Belonging and Transnational Refugee Settlementpositions refugee settlement as an ongoing transnational experience and identifies the importance of multiple belongings through several case studies based on original research in Australia and New Zealand, as well as at sites in the US, Canada and the UK. Demonstrating the interplay between everyday and extraordinary experiences and broadening the dominant refugee discourses, this book critiques the notion that meaningful settlement necessarily occurs in 'local' places. The author focuses on the extraordinary events of trauma and disasters alongside the everyday lives of refugees undertaking settlement, to provide a conceptual framework that embraces and honours the complexities of working with the 'trauma story' and identifies approaches to see beyond it. This book will appeal to those with an interest in migration and diaspora studies, human geography and sociology.

Stephen Porter's Benevolent Empire examines political-refugee aid initiatives and related humanitarian endeavors led by American people and institutions from World War I through the Cold War, opening an important window onto the "short American century." Chronicling both international relief efforts and domestic resettlement programs aimed at dispossessed people from Europe, Latin America, and East Asia, Porter asks how, why, and with what effects American actors took responsibility for millions of victims of war, persecution, and political upheaval during these decades. Diverse forces within the American state and civil society directed these endeavors through public-private governing arrangements, a dynamic yielding both benefits and liabilities. Motivated by a variety of geopolitical, ethical, and cultural reasons, these advocates for humanitarian action typically shared a desire to portray the United States, to the American people and international audiences, as an exceptional, benevolent world power whose objects of concern might potentially include any vulnerable people across the globe. And though reality almost always fell short of that idealized vision, Porter argues that this omnivorous philanthropic energy helped propel and steer the ascendance of the United States to its position of elite global power. The messaging and administration of refugee aid initiatives informed key dimensions of American and international history during this period, including U.S. foreign relations, international humanitarianism and human rights, global migration and citizenship, and American political development and social relations at home. Benevolent Empire is thus simultaneously a history of the United States and the world beyond.

There has been extensive research into the impact of the Holocaust on the children of survivors who immigrated to the US and Israel. But very little work in this space has looked at children whose parents fled Nazi persecution before the Holocaust. Even less attention has been paid to those who ended up in Britain from Germany, Austria, Czechoslovakia and Hungary. What was the impact on this second generation? How have the lives of these ordinary people been shaped by their parents dislocation? Using a series of interviews with members of the second generation, Breaking the Silence is a qualitative, interdisciplinary exploration how their lives were shaped by their parents escape from persecution. It offers an insight into how the exile and fear of persecution of the parents and the deaths/murder of unknown relatives has left this generation both bereft of memories and haunted by the past."

On the eve of the American Revolution, the refugee was, according to British tradition, a Protestant who sought shelter from continental persecution. By the turn of the twentieth century, however, British refuge would be celebrated internationally as being open to all persecuted foreigners.Britain had become a haven for fugitives as diverse as Karl Marx and Louis Napoleon, Simon Bolivar and Frederick Douglass. How and why did the refugee category expand? How, in a period when no law forbade foreigners entry to Britain, did the refugee emerge as a category for humanitarian andpolitical action? Why did the plight of these particular foreigners become such a characteristically British concern? Current understandings about the origins of refuge have focused on the period after 1914. Britannia's Embrace offers the first historical analysis of the origins of this modern humanitarian norm in the long nineteenth century. At a time when Britons were reshaping their own political culture, thischaritable endeavor became constitutive of what it meant to be liberal on the global stage. Like British anti-slavery, its sister movement, campaigning on behalf of foreign refugees seemed to give purpose to the growing empire and the resources of empire gave it greater strength. By the dawn of thetwentieth century, British efforts on behalf of persecuted foreigners declined precipitously, but its legacies in law and in modern humanitarian politics would be long-lasting. In telling this story, Britannia's Embrace puts refugee relief front and center in histories of human rights and international law and of studies of Britain in the world. In so doing, it describes the dynamic relationship between law, resources, and moral storytelling that remains critical tohumanitarianism today.

Choreographies of Resistance examines bodies and their capacity for obstructive and resistant action in places and spaces where we do not expect to see it. Drawing on empirical research that considers cases on asylum seekers, beggars, undocumented migrants and migrant nurses, the book attests to the scope and diversity of corporeal resistance in the realm of politics. It is shown that bodies that are not assumed to have political agency can obstruct and resist the smooth functioning of disciplinary practices that nowadays form the core of migration policies. It is argued that the body is more than a mere target of politics. In so doing, the book contributes to the study of the political significance of movement, mobility and the nonverbal. The body opens up a space of political resistance and action. The resistant body poses a challenge that is both praxical and philosophical: it ultimately invites us to reconsider the meanings and content of political space, community and belonging..

All too often religion is largely ignored as a driver of identity formation in the European context, whereas in reality Christian Churches are central players in European identity formation at the national and continental level. Christian Churches in European Integrationchallenges this tendency, highlighting the position of churches as important identity formers and actors in civil society. Analysing the role of Churches in engaging with two specific EU issues - that of EU treaty reform and ongoing debates about immigration and asylum policy - the author argues that Churches are unique participants in European integration. Establishing a comprehensive view of Christian Churches as having a vital role to play in European integration, this book offers a substantial and provocative contribution both to our understanding of the European Union and the broader question of how religious and state institutions interact with one another.

Sanctuary City: A Suspended State traces the ancient concept of sanctuary up to the present day revealing how the contemporary and supposedly hospitable 'sanctuary city' inadvertently entrenches a hostile asylum regime. This book specifically explores the UK-based sanctuary movement with a focus on Glasgow, host to the largest population of asylum seekers in the UK. Based on ethnographic research this book examines how sanctuary renders intractable the serious problem of protracted waiting, indefinitely deferring the rights of asylum seekers. Whilst illuminating how sanctuary functions as a technology that suspends many lives, this book also explores how the sanctuary city might politically challenge this waiting state.

Named a 2016 Best of Book of the Year by The Economist To the charity workers, Dadaab refugee camp is a humanitarian crisis; to the Kenyan government, it is a 'nursery for terrorists'; to the western media, it is a dangerous no-go area; but to its half a million residents, it is their last resort. Situated hundreds of miles from any other settlement, deep within the inhospitable desert of northern Kenya where only thorn bushes grow, Dadaab is a city like no other. In The Concerned Women of Buduburam, Elizabeth Holzer offers an unprecedented firsthand account of the rise and fall of social protests in a long-standing refugee camp. The UN High Commissioner for Refugees (UNHCR) and the host government of Ghana established the Buduburam Refugee Camp in 1990 to provide sanctuary for refugees from the Liberian civil war (1989 2003). Long hailed as a model of effectiveness, Buduburam offered a best-case scenario for how to handle a refugee crisis. But what happens when refugees and humanitarian actors disagree over humanitarian aid? In Buduburam, refugee protesters were met with Ghanaian riot police. Holzer uses the clash to delve into the complex and often hidden world of humanitarian politics and refugee activism. Drawing on fifteen months of ethnographic fieldwork in Ghana and subsequent interviews with participants now returned to Liberia, Holzer exposes a distinctive form of rule that accompanies humanitarian intervention: compassionate authoritarianism. Humanitarians strive to relieve the suffering of refugees, but refugees have little or no access to grievance procedures, and humanitarian authorities face little or no accountability for political failures. By casting humanitarians and refugees as co-creators of a shared sociopolitical world, Holzer throws into sharp relief the contradictory elements of humanitarian crisis and of transnational interventions in poor countries more broadly."

The massive dimensions of Syria's refugee crisis--and the search for solutions The civil war in Syria has forced some 10 million people--more than half the country's population--from their homes and communities, creating one of the largest human displacements since the end of World War II. Daily headlines testify to their plight, both within Syria and in the countries to which they have fled. The Consequences of Chaos looks beyond the ever-increasing numbers of Syria's uprooted to consider the long-term economic, political, and social implications of this massive movement of people. Neighboring countries hosting thousands or even millions of refugees, Western governments called upon to provide financial assistance and even new homes for the refugees, regional and international organizations struggling to cope with the demands for food and shelter--all have found the Syria crisis to be overwhelming in its challenges. And the challenges of finding solutions for those displaced by the conflict are likely to continue for years, perhaps even for decades. The Syrian displacement crisis raises fundamental questions about the relationship between action to resolve conflicts and humanitarian aid to assist the victims and demonstrates the limits of humanitarian response, even on a massive scale, to resolve political crises. The increasingly protracted nature of the crisis also raises the need for the international community to think beyond just relief assistance and adopt developmental policies to help refugees become productive members of theirhost communities.

Bold and unconventional ideas are called for if the intention is to steer the debate on temporary accommodation for refugees in a new direction offering high-quality solutions. From eccentric experiments all the way to projects which have already been realised, international design teams present their work between the twin poles of unconventional developments and life-saving shelters in this compilation of case studies, Container and Modular Buildings. Not all of these are applicable to the current refugee crisis, since that which digital nomads find hip constitutes harsh reality for others. Yet alongside playful follies, we can find miniature architectural structures for the homeless as well as outpatient medical stations which offer a response to social problems and space shortages. The photographic material puts forward ideas as to how more can be done than the mere assembling of containers.

Restrictive border protection policies directed toward managing the flow of refugees coming into neoliberal democracies (and out of failing nation-states) are a defining feature of contemporary politics. In this book, Veronica Tello analyses how contemporary artists-such as Tania Bruguera, Isaac Julien, Rosemary Laing, Dinh Q. L#65533;, Dierk Schmidt, Hito Steyerl, Lyndell Brown and Charles Green-negotiate their diverse subject positions while addressing and taking part in the production of images associated with refugee experiences and histories. Tello argues that their practices, which manifest across a range of contexts including Cuba, the United States, Australia and Europe, represent an emergent, global paradigm of contemporary art, 'counter-memorial aesthetics'. Counter-Memorial Aesthetics, Tello argues, is characterized by its conjunction of heterogeneous signifiers and voices of many times and places, generating an experimental, non-teleological approach to the construction of contemporary history, which also takes into account the complex, disorienting spatial affects of globalization. Spanning performance art, experimental 'history painting', aftermath photography and video installation, counter-memorial aesthetics bring to the fore, Tello argues, how contemporary refugee flows and related traumatic events critically challenge and conflict with many existing, tired if not also stubborn notions of national identity, borders, history and memory. Building on the writings of such thinkers as Michel Foucault and Jacques Ranci#65533;re, this book offers a useful concept of 'counter-memory' for the twenty-first century. It shows how counter-memorial aesthetics is not only central to the nexus of contemporary art and refugee histories but also how it can offer a way of being critically present with many other, often interrelated, global crises in the contemporary era.

Examining refugees of Civil War–era North Carolina, Driven from Home reveals the complexity and diversity of the war’s displaced populations and the inadequate responses of governmental and charitable organizations as refugees scrambled to secure the necessities of daily life. In North Carolina, writes David Silkenat, the relative security of the Piedmont and mountains drew pro-Confederate elements from across the region. Early in the war, Union invaders established strongholds on the coast, to which their sympathizers fled in droves. Silkenat looks at five groups caught up in this floodtide of emigration: enslaved African Americans who fled to freedom; white Unionists; pro-Confederate whites—both slave owners (who often forced their slaves to migrate with them) and non–slave owners; and young women, often from more besieged areas of the South, who attended the state’s many boarding schools. From their varied experiences, a picture emerges of a humanitarian crisis driven by mobility, shaped by unprecedented economic pressures and disease vectors, and exacerbated by governments unwilling or unable to provide meaningful relief. For anyone seeking context to current refugee crises, Driven from Home has much to say about the crushing administrative and logistical challenges of aid work, the illusory nature of such concepts as home fronts and battle lines, and the ongoing debate over links between relief and dependence.

With four million Syrian refugees as of September 2015, there is urgent need to develop both short-term and long-term approaches to providing education for the children of this population. This report reviews Syrian refugee education for children in the three neighboring countries with the largest population of refugees--Turkey, Lebanon, and Jordan--and analyzes four areas: access, management, society, and quality.

The 1949 Chinese Communist Revolution is a subject of inexhaustible historical interest, but the plight of millions of Chinese who fled China during this tumultuous period has been largely forgotten. Elusive Refuge recovers the history of China's twentieth-century refugees. Focusing on humanitarian efforts to find new homes for Chinese displaced by civil strife, Laura Madokoro points out a constellation of factors-entrenched bigotry in countries originally settled by white Europeans, the spread of human rights ideals, and the geopolitical pressures of the Cold War-which coalesced to shape domestic and international refugee policies that still hold sway today. Although the United States, Canada, Australia, New Zealand, and South Africa were home to sizeable Asian communities, Chinese migrants were a perpetual target of legislation designed to exclude them. In the wake of the 1949 Revolution, government officials and the broader public of these countries questioned whether Chinese refugees were true victims of persecution or opportunistic economic migrants undeserving of entry. It fell to NGOs such as the Lutheran World Federation and the World Council of Churches to publicize the quandary of the vast community of Chinese who had become stranded in Hong Kong. These humanitarian organizations achieved some key victories in convincing Western governments to admit Chinese refugees. Anticommunist sentiment also played a role in easing restrictions. But only the plight of Southeast Asians fleeing the Vietnam War finally convinced the United States and other countries to adopt a policy of granting permanent residence to significant numbers of refugees from Asia.

The Naval base in Guantanamo Bay, Cuba has been in the news constantly since the U.S. began using it as a prison camp after the terrorist attacks of September 11, 2001. With all the controversy surrounding the torture of suspects at the prison, its precedent-setting prior use as an immigrantdetention center for Haitian and Cuban boat people has been largely overlooked. Overcoming Guantanamo is an oral history of the rafter crisis and the camps written by an anthropologist who worked in the camps. More than a straight oral history, the book is a study of group-level trauma and coping. Using a trauma studies perspective along with discourse-oriented models from anthropology, the book discusses examples of the extensive camp artwork as well as the oral history narratives as part of ameaning-making process that necessarily occurs as people recover from trauma. Campisi worked in the Cuban camps for a year as a temporary employee of the Justice Department's mediation service, and then returned to analyze the camps from an anthropological point of view. She conducted life historyinterviews of twelve of the rafters, which included the process of disenchantment with the Revolution, leaving Cuba, the rafting trip, life on the base, and their initial experiences in Cuban Miami, focusing on life on the base. Their stories are gripping. Some people provided disturbing accounts ofmilitary abuses, which is an ancillary reason that Overcoming Guantanamo is important right now: human rights violations that occurred at the prison for terror suspects also occurred in the Cuban and Haitian camps, but few people know about them. All such violations should be taken into account incurrent debates about the use of the base.While it is important as an oral history, the book's examination of the camp culture also makes it a new contribution to the field of anthropology. Campisi argues that because trauma has cognitive and emotional impacts that require an individual to create new meanings, when people work throughindividually-traumatic experiences as a group, the new meanings they generate together create new cultural forms. Hence, social trauma can be culturally generative. In these times, that is an important conclusion.

This book fills a significant lacuna in our understanding of the refugee crisis by analyzing the dynamics that lie behind fifteen years of asylum policies in the European Union. It sheds light on why cooperation has led to reinforced refugee protection on paper but has failed to provide it in practice. Offering innovative empirical, theoretical and methodological research on this crucial topic, it argues that the different asylum systems and priorities of the various Member States explain the EU's lack of initiative in responding to this humanitarian emergency. The author demonstrates that the strong regulators of North-Western Europe have used their powerful bargaining positions to shape EU asylum policies decisively, which has allowed them to impose their will on Member States in South-Eastern Europe. These latter countries, having barely made a mark on EU policies, are now facing significant difficulties in implementing them. The EU will only identify potential solutions to the crisis, the author concludes, when it takes these disparities into account and establishes a functioning common refugee policy. This novel work will appeal to students and scholars of politics, immigration and asylum in the EU.

This is a book about the crisis of the European integration project as seen from the vantage point of people's movements across and to the European continent. But why should the issue of refugees or of migration have anything to do with the dynamics of the integration or disintegration of the European Union? If anything, the existing global refugee protection regime was conceived in Europe at about the time when Europe began to integrate: It was seen as a moral imperative in the context of European solidarity and in the face of crisis. How did refugee protection become so controversial as to usher in a crisis of its own? Why do European governments and their peoples see refugees and migrants as the cause of a crisis in and of Europe? Solidarity, legitimacy, democracy, welfare, rights: How has refugee migration undermined European positions on all that has defined EU integration so far? This collection engages with these questions by focusing on the construction of the crisis narrative, offering an insight into distinctly European perspectives on and analyses of political responses to refugees, migration, and economic challenges. The aim of the volume is to provide an empirical and thematic context for understanding the link between refugee migration and the overpowering perception of Europe in crisis.

This book provides the first dedicated study of the Evian Conference of July 1938, an international initiative called by U.S. President Franklin D. Roosevelt.  While on the surface the conference appeared as an attempt to alleviate the distress faced by Jews being forced out of Germany and Austria, in reality it only served to demonstrate that the nations of the world were not willing to accept Jews as refugees. Since the Holocaust, a generally-held assumption has been that the Evian Conference represented a lost opportunity to save Germany's Jews, and that the conference failed to rescue the Jews of Europe. In this study, Paul Bartrop argues that in fact it did not fail when measured against the original reasons for which it was called. Exposing many of the myths surrounding the meeting, this work addresses a glaring lacuna in the literature of the Holocaust, and places the so-called 'failure' of the Evian Conference into its proper context. 

In Exiled Home, Susan Bibler Coutin recounts the experiences of Salvadoran children who migrated with their families to the United States during the 1980-1992 civil war. Because of their youth and the violence they left behind, as well as their uncertain legal status in the United States, many grew up with distant memories of El Salvador and a profound sense of disjuncture in their adopted homeland. Through interviews in both countries, Coutin examines how they sought to understand and overcome the trauma of war and displacement through such strategies as recording community histories, advocating for undocumented immigrants, forging new relationships with the Salvadoran state, and, for those deported from the United States, reconstructing their lives in El Salvador. In focusing on the case of Salvadoran youth, Coutin's nuanced analysis shows how the violence associated with migration can be countered through practices that recuperate historical memory while also reclaiming national membership.

In 2015, 60 million people were displaced by violent conflict globally - the highest since World War II. National and international policy prevents the displaced from working or moving freely outside the camps set up to 'temporarily' house them. This policy has left the displaced with no right to work and move while they remain displaced for years, if not decades. Based on data on all 61 protracted displacement crises worldwide, fieldwork in seven conflict zones around the world, and in-depth interviews with over 170 humanitarian aid workers, government officials and refugees, the book systematically details the barriers to effective advocacy at every level of governance and shows that failure is the norm. Recent discussions and dissemination of information regarding the rapid growth of Asian Americans and Pacific Islanders (AAPI) across our nation are creating some awareness among administrators and educators in higher education institutions regarding the extensive diversity of AAPIs, the struggles of some AAPI populations in pursuing and succeeding in higher education, and the lack of support for their educational success. National discourse on AAPIs among educators, policymakers and AAPI communities underscores the need for more research—including more relevant research—that can inform policy and practice that will enhance educational opportunities for AAPIs who are underserved in higher education.

Women filing gender-based asylum claims long faced skepticism and outright rejection within the U.S. immigration system. Despite erratic progress, the United States still fails to recognize gender as an established category for experiencing persecution. Gender exists in a sort of limbo segregated from other aspects of identity and experience. Sara L. McKinnon exposes racialized rhetorics of violence in politics and charts the development of gender as a category in U.S. asylum law. Starting with the late 1980s, when gender-based requests first emerged in case law, McKinnon analyzes gender and sexuality-related cases against the backdrop of national and transnational politics. During the decade that preceded Syria's 2011 uprising and descent into violence, the country was in the midst of another crisis: the mass arrival of Iraqi migrants and a flood of humanitarian aid to handle the refugee emergency. International aid organizations, the media, and diplomats alike praised the Syrian government for keeping open borders and providing a safe haven for Iraqis fleeing the violence in Baghdad and Iraq's southern provinces. Only a few analysts looked beneath the surface to understand how the apparent generosity toward refugees squared with the ruthless oppression that characterized the Syrian government. In this volume, Hoffmann offers a richly detailed analysis of this contradiction, shedding light on Syria's domestic and international politics shortly before the outbreak of war. Drawing on firsthand observations and interviews, Hoffmann provides a nuanced portrait of the conditions of daily life for Iraqis living in Syria. The argument offered in this book is that new technology, as opposed to traditional media such as television, radio, and newspaper, is working against the national grain to weaken its imagined community. Online activities and communications between people and across borders suggest that digital media has strong implications for different articulations of identity and belongingness, which open new ways of thinking about the imagined community. The findings are based on transnational activities by Kurdish diaspora members across borders that have pushed them to rethink notions of belonging and identity. Through a multidisciplinary and comparative approach, and multifaceted (online-offline) methodologies, the book unveils tensions between new and old media, and how the former is not only changing social relations but also exposing existing ones. Living in two or more cultures, speaking multiple languages, and engaging in transnational practices, diaspora individuals may have created a momentum that discloses how the imagined nation is diminishing in this digital era.

This book examines the agreements and discrepancies between public understanding and assumptions about refugees, and the actual beliefs and practices among the refugees themselves in a time of increasing mobility fuelled by what many call 'refugee crisis'. With a  focus on language and literacy practices among recently-arrived Karenni refugee families in the United States, this book explores the multilingual repertoires and accumulated literacies acquired through the course of the refugees' multiple movements. McDonald, in December 1935. The book relates the history of the first stage of refugees from Germany through the prism of McDonald and the High Commission. It analyses the factors that shaped the Commission's formation, the undertakings the Commission embarked upon and its eventual failure owing to external complications. The League of Nations and the Refugees from Nazi Germany argues that, in spite of the Commission's failure, the refugees from Nazi Germany and the High Commission's work mark a turn in conceptions of international humanitarian responsibilities when a state defies standards of proper behaviour towards its citizens. From this point on, it was no longer considered sufficient or acceptable for states to respect the sovereign rights of another if the rights of citizens were being violated. Greg Burgess discusses this idea, amongst others, in detail as part of what is a crucial volume for all scholars and students of Nazi Germany, the Holocaust and modern Jewish history.

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) operates one of the largest nongovernmental school systems in the Middle East. Palestine refugees in UNRWA schools are achieving higher-than-average learning outcomes in spite of the adverse circumstances they live under. This study uses a mixed methods research approach to address the complexity of the research question and its exploratory nature, namely, How do UNRWA schools continually and consistently outperform public schools? This study used the following data collection techniques: econometric techniques to analyze learning achievement data from international and national assessments; the Systems Approach for Better Education Results tools were used to assess different system components, such as teacher effectiveness, school autonomy, and student assessments; Stallings classroom observations provided a structured method to compare teachers' and students' interactions; qualitative data collected through interviews captured the lived experiences of a sample of students. Contrary to what might be expected from a resource-constrained administration serving refugee students who continually face a multitude of adversities, UNRWA students outperform public schools in the three regions-- West Bank and Gaza and Jordan-- by a year's worth of learning. The achievement is a result of the way these schools recruit, prepare, and support teachers; because of instructional practices and pedagogy in the classroom; and because of school leadership, accountability, and mutual support. This has created a distinguished learning community centered on the student. Of note:* UNRWA selects, prepares, and supports its education staff to pursue high learning outcomes.* Time-on-task is high in UNRWA schools, and is used more effectively than in public schools.

North Korean Defectors in a New and Competitive Society articulates several hurdles that North Korean defectors encounter, from their long journey of escape to assimilation in their new homes. The Politics of Suffering examines the confluence of international aid, humanitarian relief, and economic development within the space of the Palestinian refugee camp. Nell Gabiam describes the interactions between UNRWA, the United Nations agency charged with providing assistance to Palestinians since the 1948 Arab-Israeli war, and residents of three camps in Syria. Over time, UNRWA's management of the camps reveals a shift from an emphasis on humanitarian aid to promotion of self-sufficiency and integration of refugees within their host society. Gabiam's analysis captures two forces in tension within the camps: politics of suffering that serves to keep alive the discourse around the Palestinian right of return; and politics of citizenship expressed through development projects that seek to close the divide between the camp and the city. Since the complex emergencies of the 1990s, humanitarian agencies have placed increasing emphasis on the protection of civilians during armed conflict. In spite of this, there is a consensus among humanitarians that outcomes are falling short of intentions, and that the increased emphasis onprotection by humanitarian actors has failed to yield a corresponding improvement in the security of the civilian population.The International Committee of the Red Cross (ICRC) and the Office of the United Nations High Commissioner for Refugees (UNHCR) are two of the most important humanitarian agencies for the protection of civilians, and both have protection at the heart of their mandates. Protecting Civilians in Warexplores how organizational history, structure, and culture affect how each organization goes about protection, and highlights the ways in which their resulting approaches to protection are inherently limited.Whereas existing explanations for shortcomings in humanitarian protection tend to blame factors external to humanitarian agencies, the focus of this book is on the organizations themselves, and their understandings of protection. While acknowledging the importance of other actors in determining thelevel of civilian security or insecurity, the analysis in this book focuses on the ways in which the ICRC and UNHCR conceptualise and practise protection in order to add another layer to our understanding of why protection outcomes are so often so disappointing. Refugees have rarely been studied by economists. Despite some pioneering research on the economic lives of refugees, there remains a lack of theory and empirical data through which to understand, and build upon, refugees' own engagement with markets. Yet, understanding these economic systemsmay hold the key to rethinking our entire approach to refugee assistance. If we can improve our knowledge of the resource allocation systems that shape refugees' lives and opportunities, then we may be able to understand the mechanisms through which these market-based systems can be made to workbetter and turn humanitarian challenges into sustainable opportunities. This book adopts an inter-disciplinary approach, based on original qualitative and quantitative data on the economic life of refugees, in order to begin to build theory on the economic lives of refugees. It focuses on the case of Uganda because it represents a relatively positive case. Unlike othergovernments in the region, it has taken the positive step to allow refugees the right to work and a significant degree of freedom of movement through it so-called "Self-Reliance Strategy". This allows a unique opportunity to explore what is possible when refugees have basic economic freedoms. Thebook shows that refugees have complex and varied economic lives, often being highly entrepreneurial and connected to the global economy. This book is about the convergence of two problems: the ongoing realities of conflict and forced migration in Africa s Great Lakes region, and the crisis of citizenship and belonging. By bringing them together, the intention is to see how, combined, they can help point the way towards possible solutions. Based on 1,115 interviews conducted over 6 years in the region, the book points to ways in which refugees challenge the parameters of citizenship and belonging as they carve out spaces for inclusion in the localities in which they live. Yet with a policy environment that often leads to marginalisation, the book highlights the need for policies that pull people into the centre rather than polarise and exclude; and that draw on, rather than negate, the creativity that refugees demonstrate in their quest to forge spaces of belonging."

This book is a philosophical analysis of the ethical treatment of refugees and stateless people, a group of people who, though extremely important politically, have been greatly under theorized philosophically. The limited philosophical discussion of refugees by philosophers focuses narrowly on the question of whether or not we, as members of Western states, have moral obligations to admit refugees into our countries. This book reframes this debate and shows why it is important to think ethically about people who will never be resettled and who live for prolonged periods outside of all political communities. Parekh shows why philosophers ought to be concerned with ethical norms that will help stateless people mitigate the harms of statelessness even while they remain formally excluded from states.

This book argues that the international refugee regime and its 'temporary' humanitarian interventions have failed. Most refugees across the global live in 'protracted' conditions that extend from years to decades, without legal status that allows them to work and establish a home. It is contended that they become largely invisible to people based in the global North, and cease to remain fully human subjects with access to their political lives. Shifting the conversation away from the salient discourse of 'solutions' and technical fixes within state-centric international relations, the authors recover the subjectivity lost for those stuck in extended exile. The book first argues that humanitarian assistance to refugees remains vital to people's survival, even after the emergency phase is over. It then connects asylum politics in the global North with the intransigence of extended exile in the global South. By placing the urgent crises of protracted exile within a broader constellation of power relations, both historical and geographical, the authors present research and empirical findings gleaned from refugees in Iran, Kenya and Canada and from humanitarian and government workers. Each chapter reveals patterns of power circulating through the 'colonial present', Cold War legacies, and the global 'war on terror". Seeking to render legible the more quotidian struggles and livelihoods of people who find themselves defined as refugees, this book will be of great interest to international humanitarian agencies, as well as migration and refugee researchers, including scholars in refugee studies and human displacement, human security, globalization, immigration, and human rights.

There have been remarkable developments in the field of human rights in the past few decades. Still, millions of asylum-seekers, refugees, and undocumented immigrants continue to find it challenging to access human rights. In this book, Ayten Gundogdu builds on Hannah Arendt's analysis ofstatelessness and argues that these challenges reveal the perplexities of human rights. This ethnographic book enhances our understanding of asylum screening, an area of immigration that is often overlooked and remains under-researched. Falsely perceived as a one-dimensional function of static state power, it is here revealed that asylum decisions at borders respond to a complex cultural construction, saturated by a meta-message of disbelief, denial and moral panics. The author demonstrates that immigration officers' work patterns, behavior and decisions are informed by such stereotyping, which has led to asylum narratives being interpreted in the light of concepts of social acceptability and rejection. Establishing a parallel with law enforcement, the author argues that this process replicates a professional world of categorization and control, forged within an autonomous immigration service subculture. After the Civil War, a handful of former Confederate leaders joined forces with the Mexican emperor Maximilian von Hapsburg to colonize Mexico with former American slaveholders. Their plan was to develop commercial agriculture in the Mexican state of Coahuila under the guidance of former slaveholders with former slaves providing the bulk of the labor force. By developing these new centers of agricultural production and commercial exchange, the Mexican government hoped to open up new markets and, by extending the few already-existing railroads in the region, also spur further development.   The Southern Exodus to Mexico considers the experiences of both white southern elites and common white and black southern farmers and laborers who moved to Mexico during this period. Todd W. Wahlstrom examines in particular how the endemic warfare, raids, and violence along the borderlands of Texas and Coahuila affected the colonization effort. Ultimately, Native groups such as the Comanches, Kiowas, Apaches, and Kickapoos, along with local Mexicans, prevented southern colonies from taking hold in the region, where local tradition and careful balances of power negotiated over centuries held more sway than large nationalistic or economic forces. This study of the transcultural tensions and conflicts in this region provides new perspectives for the historical assessment of this period of Mexican and American history.

Refugees from the violence of wars and the brutality of famished lives have knocked on other people's doors since the beginning of time. For the people behind the doors, these uninvited guests were always strangers, and strangers tend to generate fear and anxiety precisely because they are unknown. Today we find ourselves confronted with an extreme form of this historical dynamic, as our TV screens and newspapers are filled with accounts of a 'migration crisis', ostensibly overwhelming Europe and portending the collapse of our way of life. This anxious debate has given rise to a veritable 'moral panic' - a feeling of fear spreading among a large number of people that some evil threatens the well-being of society. In this short book Zygmunt Bauman analyses the origins, contours and impact of this moral panic - he dissects, in short, the present-day migration panic. He shows how politicians have exploited fears and anxieties that have become widespread, especially among those who have already lost so much - the disinherited and the poor. But he argues that the policy of mutual separation, of building walls rather than bridges, is misguided. It may bring some short-term reassurance but it is doomed to fail in the long run. Syria was once one of the Middle East's most stable states. Today it is a country on its knees. Almost 200,000 people are estimated to have died in its bloody internal conflict and, as the violence intensifies, Syria's future looks bleak. In this timely book, Samer Abboud provides an in-depth analysis of Syria's descent into civil war. He unravels the complex and multi-layered causes of the current political and military stalemate - from rebel fragmentation to the differing roles of international actors, and the rise of competing centers of power throughout the country. Since the start of the conflict in Syria in 2011, Syrian refugee children have withstood violence, uncertainty, fear, trauma and loss. This book follows their journeys by bringing together scholars and practitioners to reflect on how to make their situation better and to get this knowledge to as many front liners - across European and neighbouring countries in the Middle East - as possible. The book is premised on the underlying conception of refugee children as not merely a vulnerable contingent of the displaced Syrian population, but one that possesses a certain agency for change and progress. "Traces of Survival communicates to the world visually the tragedies that have befallen entire communities in Iraq due to the ISIS onslaught that has left over 1.8 million people internally displaced. The drawings in this book were created by the refugees in three camps in northern Iraq.Representatives from the Ruya Foundation took simple art materials to the camps - sketch books, pencils, felt tip pens, pastels, erasers and sharpeners - and invited people to tell the world about their feelings and experiences through their drawings and words. The first camp, near Dohuk, was newly built and sheltered over 4,000 Yezidi families, all refugees from Mount Sinjar. Their participation in the project seemed to be collectively therapeutic and its intensity was extremely moving. Baharka, the second camp, was home to over 8,000 families, mostly from in and around Mosul. Many elderly people were involved, who often chose poetry when images failed them. The third camp, in Ainkawa, was overpopulated and under-resourced. Situated in the grounds of a Catholic church, it housed over 135 families from the Christian village of Karakosh, outside Mosul. The drawings from each camp demonstrate the specific fears and concerns of those temporarily living there: farmers, teachers, mothers, lawyers. The project was devised as an exhibition to accompany the Iraq Pavilion at the Venice Biennale 2015, commissioned by the Ruya Foundation. It was difficult to imagine participating in Venice without giving some context to the unimaginable horrors endured by individuals, especially women and those from certain religious groups, under ISIS in Iraq. Therefore it seemed appropriate to use the visual language of art to communicate the refugees' experiences to the biennale's audience. The Ruya Foundation for Contemporary Culture believes that the simple visual language of the drawings transcends borders and national identity, so humanising the plight of victims of terrorism and violence in an accessible way. All 350 drawings are included in the book and Ai Weiwei's selection of 80 is prominently presented. Traces of Survival will be launched at the Venice Biennale in May 2015 with proceeds from sales going to the artists. International organizations (IOs) that focus on refugees are finding themselves spread increasingly thin. As the scale of displacement reaches historic levels#65533;protracted refugee situations now average 26 years#65533;organizations are staying for years on end, often working well beyond their original mandates. In some cases, IOs may even act as a substitute for the state. This book considers the conditions under which surrogacy occurs and what it means for the organization#65533;s influence on the state. It looks specifically at the United Nations High Commissioner for Refugees (UNHCR) as a surrogate state in protracted refugee situations in Kenya, Tanzania, and Uganda. Drawing on international relations literature and empirical studies of UNHCR, Miller asks how and when UNHCR takes on surrogacy, and what effect this has on its ability to influence how a host state treats refugees. The book develops a framework for understanding IOs at the domestic level and presents a counterintuitive finding: IO surrogacy actually leads to less influence on the state. We Are Better Than This is a collection of essays and poetry addressing the Australian government's asylum seeker policy. The aims of the book are several: to provide some of the information about the situation in detention camps that is being withheld by the government; to correct some of the government's misrepresentations of the current situation; to clarify some of the complex legal issues surrounding the right to seek asylum, and to give some insight into the plight of those who are seeking asylum. It is hoped that this book will better inform people about the government's policies: to support those who are unsatisfied and seeking to change the situation, as well as those who are uncertain and need more easily accessible and reliable information. A surprisingly understudied topic in international relations is gender-based asylum. Gender-based asylum offers protection from deportation for migrants who have suffered gender violence and persecution in their home countries. Countries are increasingly acknowledging that even thoughinternational refugee law does not include "gender" as a category of persecution, gender violence can threaten people's lives and requires attention. But Meghana Nayak argues that it matters not just that but how we respond to gender violence and persecution. Asylum advocates and the US government have created "frames," or ideas about how to understand different types of gender violence and who counts as victims. These frames are useful in increasing gender-based asylum grants. But the United States is negotiating the tension between the protection andthe restriction of non-citizens, claiming to offer safe haven to persecuted people at the same time that it aims to control borders. Thus, the frames construct which migrants are "worthy" of protection. The effects of the asylum frames are two-fold. First, they leave out or distort the stories andexperiences of asylum seekers who do not fit preconceived narratives of "good" victims.
